Fences and Hedges, need a solution

Some people want open front yards that conform to the Venice Specific Plan (VSP) mandated guidelines on fence height. Other people, for very good reasons, want to preserve their high hedges and fences.

Neither is wrong, and yet if either tries to impose their view on their neighbors who disagrees we'll end up with endless conflict and unhappiness.

A similar issue came up recently with the Overnight Parking Districts. The solution that the OPD committee worked out was to have neighbors who wanted OPD to take around a petition. If 2/3 of the neighbors of a particular street segment agreed, then the council office promised to get OPD for that street segment.

An analogous solution would be to allow street segments to petition for one of two options if 2/3 majority agree:
- option 1: strictly enforce fence heights as per VSP
- option 2: defer enforcement of fence/hedge heights

If no 2/3 majority exists either way for a street segment, then fence heights should be enforced as they are currently, only if a neighbor calls to complain about a particular fence.

I'd be curious what both sides think about this kind of solution.
