TO PRESERVE THE SAFETY OF MARINA DEL REY AND VENICE BEACH
______________________________________________________________________

Dated: May 22, 2007

We, the undersigned, are opposed to the surge in the vagrant, homeless and criminal population in our neighborhoods. This surge has been caused, in large part, by the construction of new public bathrooms and open table areas at the beach just south of Washington Blvd. A substantial migration of homeless vagrants has already occurred, and the trend is accelerating, pointing to a disastrous future for our neighborhoods in South Venice Beach and the Marina Peninsula.

We should also have a re-call against the councilmen Zev Yaroslavsky and Bill Rosenthal since they are the ones taking credit for making our RESIDENTIAL neighborhood a recreational area.

In stark contrast to less than a year ago. today, homeless clothing, fecal and urine matter, garbage and bottles are piling up in our residential neighborhoods, on the beach and outside of various storefronts on Washington Blvd. Panhandling and harassment is everywhere on Washington. Many individuals have been threatened and criminal trespass and breaking and entering have occurred.

"Public" areas, such as outdoor tables at the beach and public sidewalks, have been taken over by aggressive groups of homeless, who illegally loiter and consume alcohol and drugs in the open while intimidating and insulting passers-by. In short, the peace and safety of our neighborhoods are being ignored in favor of a perceived plan to "improve" our area by those at the governmental level.

It is only a matter of time until a deranged homeless person violently attacks and injures one of our residents. We do not want to wait until it is too late.

We hereby call for an immediate emergency meeting of the applicable presiding boards within the city and county governments. At a minimum, we demand the following:

(1) Proper planning and budgeting for dedicated public safety personnel around the clock on Washington Blvd. and the surrounding neighborhoods, as well as at the beach restrooms and public tables
(2) A "no tolerance" enforcement policy on loitering, public urination and open container laws in the Marina Peninsula and South Venice Beach
(3) Locks and/or tokens for the public bathrooms
(4) Other necessary measures to ensure that the sidewalks on Washington Blvd. and at the beach will be preserved for use by all the public, not just the aggressive hordes of homeless vagrants.
