APPENDIX A: Proposal for district outreach pilot project
Alice Stek
1/26/04
goals:
1. To double GRVNC
stakeholder membership in the pilot district as part of the effort to double
total stakeholder membership.
2. To evaluate the
feasibility of a similar approach in the other 6 districts.
3. To increase
membership and participation in a relatively underrepresented district.
4. To reach out to
Venice residents who do not have regular access to e-mail/internet.
Proposed area:
District 4, Penmar area. Justification: The new representative for this area,
Dennis Hathaway has expressed an interest in working on outreach, and this
district has the least registrants. This district has an estimated population of
residents of 5500, and an estimated 275 registered stakeholders (awaiting
confirmation of these numbers). As there are an estimated 4000 eligible
stakeholders, doubling our current membership seems feasible.
Plan: Send a
letter to all GRVNC registered stakeholders in the district informing them of
the outreach campaign and inviting them to participate. Coordinate door-to-door
canvassing in the direct neighborhoods of those registered stakeholders
interested in participating. Teams of one or more of these neighborhood
registrants, probably accompanied by an active GRVNC member or Board member,
would go door-to-door with literature and registration forms, to speak to as
many neighbors as possible; ideally visiting all of the homes (and businesses,
if desired) in the district. In addition to informing and registering their
neighbors, the participants could informally collect opinions on issues of
concern to the district.
Costs:
Via the City we
can send mail at $.12 per letter. This would cost approx. $33 for 275 letters.
Envelopes,
photocopies of letters, flyers and registration forms: approx. $160
Total costs: approx. $200, plus lots of
volunteer labor.
