There is a 2-minute time limit per member of the public
per agenda item. After the public has
spoken, the committee will discuss the item, make any appropriate amendments to
the motion and vote. Public comment on
agendized items may be limited to 3 people in favor and 3 against followed by a
show of hands of members in the audience in favor or against an item in order
to complete the public comment within 12 minutes.
6a) Motion: Resolve the ambiguity of the GRVNC bylaws
with respect to the membership of committees to state that the chair of the
Elections Committee shall determine the committee’s voting members and request
that the board, when creating committees in the future, decide if that
committee’s voting membership is to be set by the new chair.

“Rules and Elections Committee … responsible for compliance with the GRVNC By-Laws. Proposes and enforces standing rules as
necessary.”
Bylaws Article VII:
”Other than the Executive Committee and Land Use and Planning Committee, which have membership specified above, the size and composition of each Committee beyond what is specified in these bylaws is left to the discretion of each Committee and its Chair.”
Bylaws Article III:
5.To participate in and provide
feedback at all meetings of the GRVNC.

To participate on standing committees and assist with the various
activities of the GRVNC, as specified in Article VII.
6b) Motion: Approval of additional committee members to
ensure diversity. Each applicant will
have 2 minutes to express why his/her appointment will enhance the diversity of
this committee and that they are willing to come to all meetings and perform
the work required to set in motion the GRVNC 2004 elections. Immediately following each applicant’s
statement will be a vote (by all so far approved) on the appointment.
6c) Motion A2a: Set the date, hour, and location of election.
6d) Motion A2b: Set the voting method to be utilized (polls
voting or absentee or combo).
6e) Motion A2e: The seats open and available.
6f) Motion B1a: Set date for 60 day outreach meeting.
6g) Motion B1b: 60 day flyer design: including process for
becoming a candidate, voter eligibility requirements and documentation.
6h) Motion B2: Set date for 30 day outreach meeting.
6i) Motion B3: 21 day outreach flyer design.
6j) Motion B4: 7 day outreach
flyer design.
6k) Motion C1: Selection of Independent Election
Administrator.
6l) Motion C3: Written Procedures to specify the roles and
responsibilities of al parties participating in the administration of the
election.
6m) Motion C5: Provisional
Ballot procedure.
6n) Motion D1: The location filing period and deadlines for
filing for candidacy.
6o) Motion D2: Process and deadlines for verifying
candidates’ eligibility and issuing certification for inclusion in the
election.
6p) Motion D3: Allowing for Write-in candidates, and
procedure
