Comments:

 

Gita and Sandy Kievman sent messages that they can not make our meeting, but they will try to be at the next one. Sandy, the senior field deputy, seems never to come to this meeting.

From Navy to El Segundo Beach is a free speech zone.

We voted for Park and Rec to make and post No Commercial Vending signs, per LAMC 42:15. These signs will be a deterrent so people will not sell commercial products but it is still not official until we send it back to the board.

So, we must write a letter and turn it in at the next executive meeting (Monday night) to be placed on the agenda at the next board meeting (May 20)

Sheila does not guarantee that it will be discussed but Laddie says we can request it be placed first on the agenda.

2. Committee Members

Everyone in our community is encouraged to be on the committee. Current Committee Members are counted to form a quorum. Current Committee Members are able to make motions. Persons who have attended 3 consecutive meetings are Committee Eligible. Committee Eligible persons must re-affirm their wish to be Members at every meeting before the next agenda item is discussed. A Quorum is a simple majority of current Committee Members. All persons in attendance are encouraged to vote with the exception of approving minutes from previous meetings if they were not present. The chair can break ties but every effort should be made to satisfy legitimate and identifiable concerns. Members who miss two meetings in a row will lose committee membership and must become eligible again. This is not a big deal and arguments to postpone meetings, waste time, or make exceptions for individual tardies, absences, past, future, planned or accidental will not be heard.

Discussion: Ralph, Joe (lives in Venice, on the boardwalk), Joel 
lives down here, Lonnie, artist, grew up in Venice, Diane has lived in 
Venice since she was 18 years old. Carol lioves in Ocean Front Walk (15 
 
years in Venice), Carol C Bonnay, Andrew, Vickie Hill politically involved 
(atty?) won a 1st amendment free speech court case and was banned from the 
boardwalk until she could prove all of her cases. There is a new law, but it 
is not being enforced. She is an artist, recording artist, street performer 
and painter./ Wants to make sure that people are respected. Venice attracts 
more people than Disneyland. The color n Venice is one of a kind. She is not 
an attorney but she did all her own research and represented herself in 
court. Jeff Kissinger has worked on the boardwalk for 7 years and he wants 
to keep doing the same thing. Sammy has won awards for being a super hero 
artist and the fastest artist. Courtney Waltin is an artist, play school 
interruption. (Carol interrupted Courtney and said she is from the FBI. A 
joke? Carol did not like that Courtney was talking so much. Gina told Carol 
that that is what we do at our meetings. We talk and we listen for about an 
 
hour before going on with the agenda.) Jeff (another Jeff) wants to be part 
of a (free speech?) organization. He does not understand why religious 
artifacts can be sold on the boardwalk, doesn’t that violate the separation 
of church and state? Sheila Bernard is the president of Lincoln Palce (lived 
there since 1988) and the chairperson of GRVNC. Something about economic 
pressure. Likes that we passed the GRVNC letter around that recommends the 
ordinance be started all over again, in public, with mediators, and can’t 
wait to get started on the new and improved free speech lottery ordinance 
that will alleviate what she calls a dog eat dog situation of people 
fighting for space. Came here to listen. Wants to put cops on permanent paid 
vacations so they don’t have to do anything.
-Break- Public comment resumed after committee, minutes and agenda were approved -
Carol (says she is the FBI, no one laughs) lived on Ocean Front Walk, busted 
for tabling political activity in the early 70’s. Applauds the Venice 
 
Survival Committee and another (defunct?) organization. Fought with business 
interests on the east side. In those days people were being busted for 
sitting on a bench and knitting, can you believe that? (She apparently does 
not realize that people are being busted and told they cannot sit on the 
benches at all, now.) Concerned about amplifiers “And don’t tell me to 
move!” The better they are (musicians) the more they understand. I was 
trying to write. I didn’t move to Venice to live in the forest.
 
Carol has been called a “fat, grumpy old bitch”. She has been asked if she 
“doesn’t understand the mystic vibrations?” But when it’s amped up to the 
tits, man it really hurts. She had to close the windows on a beautiful day. 
What about my rights?
 
Ibrahim: It is the law and I refuse to surrender to people who pay rent. The 
DA says it is a state park. If the committee is about peace, then we must do 
something about 5 Rose (Avenue).
 


 

Carol: … inclusivity. I can not listen to my music because it is too noisy. 
People work all week in the city and come to Venice to relax. So how does 
the Titanic get away with it? On Sunday night you could hear people 
screaming after the 10 PM curfew and the police do not respond. Can’t we put 
up some signs that say: “Welcome to Venice Beach, friends. Consider the 
residents.”
 
CA again (Carol (Cbonnay)?), singer and resident. Has compassion for 
artists. I ask that music is not amped up to 5, 6 or 7. We are not asking 
that it stops, but Saturday is my day off. New person, boardwalk a few years 
myself. Too loud. Something must be done about the music, obviously not to 
shut it off.
 
Vickie: It would be nice if someone were concerned about decibel. Weekends I 
can never get a spot because of the greedy people. Thinks there should be 
one space per organization. I won a rasta farina case and now there are 10 
rasta spaces there.
 
Jeff Kissinger: There are (approximately) 1000 residents who can hear noise 
and 30,000 who do not. So that is 3% versus 97%. If noise is loud enough to 
be enjoyed on the boardwalk, then it will be heard by people near the 
boardwalk. If we don’t hear noise, then we favor 3% of the residents. (By 
the same token) if we do hear noise, then we favor 97% of the residents. 
Public nuisance is the community standard. If you live in a world with a big 
tourist attraction, then there will be noise.
 
Samuel: If anything is against the law, then I am against it.
 
Dr. John: There is a solution. Decibels need to be set.
 
Joe Ray: Consideration of genius idea. The boardwalk is a 2 and a half mile 
piano. Those who have homes, are those we direct to market and harmonize. I 
recommend “Unplugged” & bal hours & options move up & down where all days 
awesome. You are 300 percent. Think in terms of billions of dollars and 
thousands of years.
 
Blond Pony Tail Guy: Some comments about the rich diversity we have, People 
singing in Russian. Identify and maintain diversity.
 
Courtney: If someone is disrespectful (then something needs to be done). No 
one needs to be any louder than anyone else. Identify who it is and what is 
going on.
 
Another Jeff: Doesn’t like (something).
 
Aaron: Has a little radio. Posting signs about commercial products is not 
enough if you do not define what is a commercial product. Fights will go on. 
People are getting slammed. (Getting space)  is like the Jerry Springer 
show.
 
Joe: Hundreds of silk scarves. 7 foot high white background. You can’t see 
the water. Because the label says “god” she is allowed to sell it.
 
Joel: Nothing to say.
 
 
 
Lonnie: Thinks we are wasting time at these meetings. We are artists! Why 
are we doing this? Following all these rules? We are not here to hear 
complaints about freedom of speech. We should start taking actions. This planet is ours. We can sleep under the stars. There are wars going on. People coming here.
 
Diane: You handed out this letter from Grass Roots Venice, Jim’s proposal. This letter looks to me like this committee isn’t doing its job. I think we are a strong group, all by ourselves. Venice is a bohemian community and there is no where else like it in America. Someone (who didn’t have minutes called on her) called time on Diane. Diane paused before saying: “People have more rights. The whole human race has rights to have glee!” Carol felt she had been insulted and threatened to walk out of the meeting because Diane was looking right at her when she made that statement.
 
Peggy hates cigarettes but this new ban on smoking looks like it is designed to target poor people (along with Miscikowski’s urination and free speech bans, as well as ridiculous laws against sitting on a park bench, sleeping in and parking vehicles) 
 
Ibrahim: Starts talking about noise in the park and Carol does walk out. Bars make all night. Protesters were told that they could not use amps but there is no law. We must bring mediators – the law won’t let you take it away.

7. Brainstorm next project. Suggested projects so far: 8:00 AM Set-up on the Boardwalk, An Area for Artists to Paint a Mural, Pursue Water Damage Claims from February when the Sprinklers went off.

Weekend and holiday set up time one hour earlier at 8 AM.
50,000 signatures to declare Venice a historic landmark, thereby doing away with developer problems for generations, so we can get back to doing our art.
Sune: Wants to decalare Venice cityhood and make it historical, with hook-ups.

Laddie: There is a movie about it called “Dogtown.” It should be ALL of Venice, not just the boardwalk. Miracle Mile is already historical.
Samual: 90% Rule. What are is if it is not at least 90 percent transformed raw materials.
Vickie and Ruth Galanter already discussed this question and the LA Cultural Arts Department was willing to do that but there was no funding.
Joe Ray: The Art of Rummaging: the homeless could create an economy, merchandizing, challenging job on the planet.
Peggy claims about water damage defacto minutes: There is a form at the LA City Clerks that you can use to claim damages against the City of LA but you must do it within 180 days.
Dr. John thinks we should make a free expression stock exchange.
Joe Mack thinks we should start an email list.

Discussion:

 

Suzanne Thompson announced the Town Hall next week May 6, here at Oakwood. There still are no flyers for the meeting, but you must RSVP for dinner at 6PM. There is a big surprise. Instead of letting the people talk about the issues that concern them, it has been decided (for us) that the meeting will be about Venice Youth, Abbot’s Habit, and absentee voting.

Dr. John has a pretrial hearing set for April 29th for lodging in his motor home. The judge dismissed his other trial.
